So this question has been plaguing me for a while and I can see it working either way so I just wanted to open this up for discussion and if it's a dumb question hopefully it would just be an easy answer.

Can the Librarians from a Conclave embark and disembark using the rules from Mobile Firebase if they are in a unit from this formation? I know there was a similar debate regarding the Conclave and the Skyhammer formation and this seems similar but I'm not sure if there was ever a resolution for this.

My belief, although it is not in the majority, comes from the BRB page for independent characters. The Independent Character is considered to be a part of the unit he joins, "For all intents and purposes". So any rules affecting "models" from this formation, or "characters" from this formation, they do not get. However any rules that specify "units" from this formation carry over to IC's.

I don't think so. The stormlance gives benefits to the units in that formation which the librarians are not part of. Formation specific rules do not carry over to ICs who join units that are part of a different formation. As such the Librarians would restrict what the unit he joins can do.
