I have two questions:
1: can I bring a set of provinces (IE: Survivors of the dark age and Abhuman Helots) and have a 'traitor' army?
2: Any ideas to convert regular guys (mainly storm sections) I was thinking maybe using the skitarii as a base?

I'll try to shed some light.
1) Provinces are for Imperial Militia and Cults, not Solar Aux. Solar Aux just have several base special rules.
2) I've seen Tempestus Scions with Skitarii heads, looked pretty good!

Yes. Neither of those provenances has any "loyalist only" or "traitor only" restriction, so there is no reason you wouldn't be able to take both at the same time. In fact, "loyalist only" doesn't exist at all.
Can I bring a traitor Solar Auxilia army?
Yes. Rules-wise the only thing that is loyalist-only is the special character HQ. And fluff-wise there were traitor solar auxilia forces, so you're clear on that point too.
Also, remember that rules-wise there's nothing stopping you from making an army with loyalist-only/traitor-only rules and then painting it to match the opposite side. The only real restriction, outside of campaign games where players are assigned to loyalist and traitor teams, is that you can't have both loyalist-only and traitor-only things in the same army.

I was only bent so much on making them traitor to ally with my Word Bearers to represent the crazy cultists and militias the Word Bearers turned to chaos.

Army of Dark Compliance isn't a right of war but it's pretty awesome, basically it both the Imperialis Milita/Warp Cult list with the Legion list. So your Primarch detachment can pick any of the units from those armies. Has some cool thematic rules as well like using milita as bullet shields for Legionnaires

Maybe they are updating them? I know the first guy who did the models is no longer with the company, and the new guy they put in doesn't wanna do those models. Hopefully they aren't discontinuing them though :(

Apparently the DKoK molds are just being repaired, so it's possible they decided to do the same with the Lasrifles. I don't see them discontinuing Solar Auxilia. It's too 'new' and whilst nowhere near as popular as power armour, they're not completely unseen. Plus, people forking out £70 for twenty models at a time makes them some bank I imagine.

Yeah, there are two for Militia - Cultist Horde and Tainted Flesh. Together, they turn the army into a horde of crazy rending cultists who are too crazy to be able to fire their guns properly. They're Traitor-only provenances, and when you're using them you also get access to Chaos Spawn and Rogue Psykers. The restriction is that all infantry can only snap fire, which means artillery, rapiers, heavy weapons and the like all become pretty useless. If you want to run a more 'normal Imperial Guard' style human allied force, then you can take any of the other provenances and make abhuman slaves, or beastmen-equivalents, or very elite Army units depending on the provenances. Or, of course, you could run Solar Auxilia allies too if you want. Army of Dark Compliance is a bit different - you can take both Word Bearers and IM&C units in the same list, and still take provenances, with the proviso that you must have an Astartes warlord and more Militia units than Astartes overall. It's easier to run than using them as Primary/Allied forces, but you lose the ability to take a Rite of War for the Astartes. I did a great big Tactica for IM&C over here: http://arbitorian.tumblr.com/post/158850910285/tactica-imperialis-militia-cults-30k Also, my Solar Auxilia conversions are Genestealer Cutist bodies with Skitarii heads. the Genestealer Cultists are already wearing void-suits after all!!

The Stupid thing is that its CHEAPER to buy the Solar Auxilia (even with Postage) than to buy Militarum Tempestus to use as Solar Auxilia
4 kits of Tempestus is £84
Solar Auxilia Lastifle Section+Postage (12%) is £78.40
So if you want a Tempestus Scions army, buy Solar Auxilia

The problem is that you're paying for umpty-ump assault weapons -flamers, grenade launchers, volley guns, etc that sllar auxilia flat out don't use in normal squads.
scions for auxilia grenadiers work a bit better you can pack assault weapons in grenadier squads and save up grenade launchers for the command cadre

Yeah I love the way the forgeworld guys look, sadly it's still gonna be a pretty penny to play them, but the conversion value seems marginal
