I think it is if the list is thematic and less powerful options are taken throughout.

For example an Eldar list with a Scorpion SH tank as the focal point supported by lots of mobile infantry like DA /guardians in wave serpents, some hornets and some falcons is very thematic to me. It smacks of a German Heavy tank Battalion.
- is this strong? Yes. Is it cheesy? I would say no.

Another list I came up with would be a double cad one with a stormblade, the other with a shadowsword and a number of squads of veterans and infantry platoons along with some commissars and enginseers
- unfortunately for IG Baneblade tanks are too overpriced.

There is nothing inherently cheesy about SHVs or GCs, unless you're seriously going to argue that Malcadors, Baneblades, Tesseract Vaults, and Lords Of Skulls are cheese.

With 8E around the corner, this may be moot very shortly. That said, everything is context dependent.

A Baneblade in a 1500pt game is fine. A Scorpion might not be as it brings an entirely different level of mobility and firepower to the table (this coming from someone who owns one). A Knight in a 1500pt game is fine, 3 Knights in a 1k game is not so fine. A Warhound in a 5k Apoc game is fine, a Warhound in a 1250pt game is not.

There's a lot of context for these questions, and no clear definitive answer really.

I sometimes run a barbed heirodule in my nid list, I haven't gotten any complaints but as GMC go he's kinda on the low end. 6 T8 wounds and 12 S10 BS 3 shots and the standard GMC stomp is all its bringing to the table..... For well over 500 points.

Under a pile of plastic and boxes.

It really depends on the game, but I see no cheese in bringing one IK/Baneblade/Stormsurge/ect in a list over 1000pts. More than one, it can get a bit dicey.

However, I draw the line at actual Titan's, I feel those should be APOC only.

Depends on the unit in question.

Is it a Wraithknight? Yes, you're being cheesy. That might be fine to bring, if your opponent wants the cheese, but it's inherently an undercosted model.

Is it an Imperial Knight? Nah. Don't bring one in a 500 point game, but once you hit 1500 competent lists should be able to handle it.

Is it a Baneblade? That's the opposite of cheese right there.

Clocks for the clockmaker! Cogs for the cog throne!

I see nothing cheesy in what most tournaments allow: 5 Knights in an 1,850 game. They really aren't that strong unless you're trying to kill them exclusively with Lasguns.

Just like normal units, though, there are exceptions. The Wraithknight is really under costed right now. Running 3-5 of them at 1,850, while legal, is whoa. In casual play I might 'tut-tut' you for that, but still play the match. Course, I'd give you a similar reaction if you brought 9 Riptides in a Riptide Wing to the same game.
