My math is saying maybe.
Against ork boyz (what I'll probably be playing against a lot) a 10 man bolter squad does an average of 3.333 wounds. A ten man rotor squad does 6.667. For 25 points less without upgrades.
So they situationally seem to be better if you want to save points and are fighting an army with cardboard armor.

Didn't think about that. A techmarine with some servitors would do the same thing.
Rotor cannons look awesome as well. When I get a second tactical squad (my DG are pretty small) I'll probably grab 10 marines to make a 5 man squad and a melta squad.

Rotor cannons are decent against hordes, pretty terrible against everything else in a vacuum. If you're playing Solar Auxillia and you want to really make sure your ork opponent doesn't get to have fun, give velatari rotor cannons and prop em up against a aegis with ammo dump. And enjoy crapping on ~16 boyz a turn with just this one squad, which also has a potentially re-rollable 3+ cover save.

Well, if you are TS, you can get shred ammo for them, so that's pretty sweet. they actually become one of the more cost-effective general-purpose guns.
But for anyone not TS, volkait is just efficent.

If you can get shred (thousand sons), poison (mechanicum) or S4 (militia) ammo, they're pretty damn good.
Preferred enemy infantry isnt bad either.
otherwise, theyre okay horde control but broadly worse than heavy bolters or heavy calibre volkites.

rotor cannons are 'passable' in 3 situations:
Mechanicum poison
Thousand sons shred (w/ all the other buffs)
Militia making them S: 4
they are the ONE thing I consider weak in all of 30k truth be told.
