Yes, it should work on her. Just note if you use her ability after using Stay On Target it'll still be a Red Maneuvre.

If it has both "Stay on Target" and "Twin Ion Engine Mk. II" Do they cancel each other ? Or one of them wins ?

It's the sequence when you apply the effects that matter.

TIE Mk II turns white maneuvers into green ones from the get go, but the EPT states that your new manoeuvre, no matter which one you choose is now "considered" red.

Kinda like the Crit that turns all your hard turns into red manoeuvres... it don't care about your R2 unit.

SOT "wins". This is answered in the FAQ, if an effect makes the color of a maneuver worse it takes priority over an effect that makes the color better. So SOT will always make your maneuver red, the "all 90* turns are red" crit will always take priority over anything trying to make those maneuvers white or green, etc.

As for whether Juno works in general, the answer is no. She just doesn't have enough firepower to be relevant. You can do some cute tricks with swapping maneuvers, but in the end she can't hurt anything badly enough to exploit the opportunities her pilot ability generates.
