I have three questions. One is factual. One is speculation. One is practical.
1. For those of you who are more familiar with Age of Sigmar:
Are there standardized, required base sizes in the rules? For example, if I have model x, do I HAVE to use, for example, a 32 mm. round base? Is that an actual rule?
2. How likely do you think it is that we would have such a rule in 40k 8th edition? Fact is, because of scale creep, GW has supplied different bases throughout its history. GW has supplied both 25 mm and 32 mm bases for tactical marines.
Do you think that GW is going to force us to "update" our base sizes? Do you think that they'll give a range of acceptable base sizes? Or do you think they'll continue to remain silent on the topic?
3. If they do impose standardized base sizes, do you plan on re-basing? Are you going to insist that your opponents re-base? Would you be willing to play against an opponent who does not re-base?

1) Not really no especially as official rules isn't "measure from base" but "measure from model" so base is basically irrelevant. Of course this means that unless you put up models OVER other models base there are literally models that legally cannot attack certain models as the 0.5" h2h range isn't enough to reach over own base and enemy base to the other model...Which is why b2b is probably one of the most common house rules(and good too. No damage to bases by overlapping bases)
2) possible but hopefully not.
3) like hell. Some would be hard to remove from base without damaging model and replacing like 300 models with new bases...Anybody makes fuss say in tournament I rather simply pack and give victory to opponent flat out rather than argue about it. And if tournament flat out rules it's mandatory I don't go. I will NOT go through trouble of replacing hundreds of models which would likely result in repainting and quite possibly ruined models.

I don't think they'll force the player to update, no, but they'll certainly recommend doing so. From a pure modelling perspective, the 32mm base is far better for Space Marines than the 25mm. The question of "updating" is tricky since it'd be hard to remove models from 25mm's without damaging them. The only way I can think of doing it is by using a saw to cut off the base around the feet, file off the base stuck to feet, then reattach the model to a 32. I'd play against anyone with Marines on 25mm bases - I'd be an arse if I didn't. But I'd definitely recommend that they switch if they can, purely for the model's sake. G.A

Boosting Black Templar Biker

I was wondering about some of the same issues here as well.
Of course, I now have a couple of Chaos Space Marines on square bases. No kidding! Just a mere two days before the GW anouncement about going into square bases for WH40K as their April's Fool joke. Of course, they are but placeholders until I finish their scenic bases, them being resin 32mm, so I can have them CSMs standing up whilst the paint dries.
Having been part of this hobby for some time now, witnessing Space Marines getting a Toughness increase from 3 to 4 because "they don't live up to their name on the tabletop well" I was also using metal Terminators on their 25mm bases. Especially on some terrain, they were always falling over, chipping paint and braking weaker glue bonds. I jumped at the chance to rebase them, and enjoyed the relative comforts of them not being prone to simply crash each time they were stood upon model ground with more than a 0.0001% elevation. Then came the 32mm bases. To rebase them entirety of my Space Marines and Chaos Space Marines forces or not? I did for the most part. Only my older Space Marines aren't rebased yet. It did allow me to start experimenting with another part of the hobby though; making rubber moulds (one-piece) and starting simple resin casting of bases.
Leading up to your questions.
Question Number 1.
In AoS, I have not found any standard rule about base size. Of course, I only have the 4-pages free rules and not any book that appeared after launch of the game. I do know that bases are, if appropriately sized, irrelevant. No 60mm bases under a simple Skeleton warrior from the Death faction, for example, but 25mm or even 32mm seems fine. Measurements are from model to model anyways, and an oppropriate base size only means the model won't fall over, while still being able to be placed near other models in all kinds of dramatic ways.
The WH40K book has been a pain in the rear about base rules. Usually one would use the bases provided with the models. Sounds solid. Until you custom order kilt legs for Imperial Guard from one manufacturer, add GW torsos and arms, allow the heads to be supplied by a third manufacturer... and not a single base in any of those packages as standard. Fine, being (Scottish) Imperial Guard models, I grab a discount bag of 25mm bases. Then somebody points out my heavy weapons team "MUST" be on a 60mm base. He was very much surprised to see the current Astra Militarum codex, which has pictures in it where a Missile Launcher model is on its own 25mm base, and his loader (assuming this to be the other half of the heavy weapons team) carrying a missile instead of a lasgun on his own 25mm base. These, too, comply to the rule of putting the models which didn't have a base at purchase on "appropriately sized bases using models of a similar type as an example" (this being both a human-sized model of the Infantry type, which a heavy weapons team still is). Can of worms, a storm of excrements. A simple 60mm base with two 26mm holes in it, and a low wall of sandbags, moulded and then resin-cast, solved that problem. I base the models themselves on 25mm, and people complaining about it can have their 60mm plate underneath that. Like one of those many base-size adapters, but home made.
Question Number 2.
My guess is as good as any, of course. It leans towards vague guidelines again, as given in my example above. That way, people can buy GW boxes of models and use the bases included, or they buy models online in whatever division of parts, and 'base them appropriately'. If the new edition of 40K is growing to be more liek AoS every day, with every new additional snippet of info, they may as well start to measure from the model, and not the base, as is the case in AoS. As long as basing size shenannigans are frowned upon (60mm base for a single grot or basic Space Marine even), I think we'll be fine with just a set of guidelines.
Question Number 3.
I only play casually. I have no pressure to comply to tournament guidelines. As such, in my casual games, I am free to rebase or not rebase as I see fit. As such I can accept if my opponents do not rebase their miniatures. The moment I do choose to enter a tournament, I am old and wise enough to realize I should comply to those tournament guidelines and rules.
If the basic rules of the game start proscribing base sizes, I might rebase them as well. But that might take time. If, for a hypothetical example, the new standard base size for Imperial Guard infantry models were to become 32mm, that means I have to change some 200 bases and then some. Not counting my Tyranid 'little bug swarm', nor my Eldar infantry that hasn't seen the light of day for quite some time.
The real question that comes to mind now, is this; when will the first player reveal him- or herself to have magnetized their base tops, so they can 'freely' change their model's bases to match the required (or wanted) size and colours to match the terrain played upon?

As someone who has played quite a few tournament of sigmar so far I can tell you that
1. The measuring model to model thing is basically a myth at this point. Less than 10% of the community still uses it and ZERO tournaments use it. As for standarizing base size, no there is no actual rule but it's generally accepted that for gameplay reasons(that don't apply to 40k) you can go bigger but not smaller on bases and should make efforts to keep things reasonable. You will absolutely be flamed for putting a clanrat on a knight sized base.
2 Not very, GW like freedom to forge the narrative a lot.
3. I do what flies at tournaments. I'm not super attached to my bases anyway.

1. No. The rules are quite deliberately base-agnostic and many players continue to use square bases either because they don't want to rebase the 200+ models that composed a typical fantasy army or they want to be able to use the same miniatures in games of WFB, Kings of War, 9th Age, etc.
I have a hard time coming up with any GW games where they specified base-size.
2. Given the millions of Space Marines out there on 25mm bases, it seems like it would alienate a lot of players to tell them their models aren't valid. GW still sells Marines on 25mm bases as the core intro product to the game (Dark Vengeance). I doubt they're going to make Dark Vengeance Marines non-legal.
3. No, I'll keep my army as is. I don't play in tournaments anyway, and I could always play my Eldar, Guard or Custodes if I really wanted to and they banned Marines.
Any opponent who refuses to play against me because my Marines are on 25mm instead of 32mm bases, I'll just thank for saving me the ensuing two hours of them complaining about fractions of an inch in other respects.

I can't find it at the moment, but GW have officially answered this recently. It might be in a response in one of the Facebook threads.
40K 8th will measure from base to base 100%. GW also stated that you will NOT have to rebase anything and you will continue to be able to use the base your models are on, with just as much freedom to put them on different bases as in 7th.

I hope 25's are still allowed and 32's are not forced on us. I just recently decided to keep my Crons on the 25's they came on and based them. I didn't think it made them look that much better like it does the marines......
Going to be upset if I have to re-base to 32's to use in match play

Since most close combat weapons will have 1" range base sizes will be rather important. 25mm or 32mm bases makes a world of difference when trting to get as many as possible within strike distance!

Chiming in... in AOS there is a fairly moderate size player pool on forums that demand their opponents rebase all of their models so that things are standard.
GW does not enforce standard bases, but tournaments more often do, and if your area is tournament oriented I would expect a fair amount of those people demanding you rebase everything or else you might have some fractional advantage that they will complain about, even in casual games (which are often to them training games for tournaments).

A lot of this would only really matter in a strict tournament environment the bases that have come/came in the box your models did will be fine. Measure will be base to base in 8th.
AoS only did away with base to base in the hope of damage limiting when they changed from square to round, imo AoS will at some point return to base to base measuring once they think the transition has been long enough.

Tournaments we hold will not require for the miniatures to be based according to new standards, if such get published.
We will go with the ETC guideline that allows multiple options for different unit types (such as beasts being able to choose between a bike base, 40mm base or a 50mm base).
If someone demands to play with some rigid base size rules, I simply won't play them.
GW has stated anyway, countless times, that their rules are more "guidelines" and that they can be modified according to need. To play RAW is a choice.

Has anyone considered just using just a hoop to expand their bases from 25mm to 32mm? If you used a 32mm x 3.5mm O ring and fit them around your 25mm bases, they would become 32mm bases without rebasing. Your models wouldn't look as pretty with a black ring around the base (although A lot of people leave the sides of the base black anyways), but you can always take them off for display. You wouldn't have to worry about damaging your models by replacing the base and it would be a hell of a lot faster than rebasing 100+ models. Just a thought for a quick fix if it ever got to the point where you were forced to switch to 32mm. I'm building my space marines army right now and I bought most of my models a long time ago or off of ebay so all of my marines will be on 25mm bases.
Also, my first ever post!
Edit: Woops, meant to say 32mm not 35mm. Also, just did a quick google search and packs of 20 are under 5 bucks

I'm in the same boat, I've started collecting space wolves a year ago and I have every model with a 32mm or bigger base and I really love how they look, but my orks are and always will remain on 25mm bases, no way I'm going to fix hundreds of models only to update their bases.

Perspex dude.
1 1.5mm sheet of perspex easily provides 77 small bases at a cost of about $5 including laser cutter time. Why base at all when you can just blend in with the table directly?
I've tried pre-cut magnet holes in them and while it does work, it's a bit of a hassle when the magnets go rolling. Better to pin them.

It always used be said that you could use the base the model was supplied with, so if you have old termis on 25's that would be fine.
One thing I wondered with new 40k, was if 25mm bases were being phased out?
My reasoning on this is that the new-ish sector mechanicus bases do not come in 25's, but start at 32mm.
Maybe they will release another set of them including 25's, or maybe the level of detail just doesn't work for 25mm. Just got me thinking anyway.
