A couple of friends and I have started getting into age of sigmar, and two of us are new to the fantasy setting, but I've played 40k since 5th edition. The other guy in our group has played longer than us, and insists that these rules exist but I can't find them anywhere. Am I looking in the wrong place? Or is he bringing in rules from other games?

Rule 1: You have to allocate wounds to the closest model.

Rule 2: You only move half your movement allowance in terrain (we mostly use trees, puddles and craters). You also subtract 2 from your charge distance if you charge through terrain.

Rule 3: if you destroy an enemy unit in the combat phase, you get a free "consolidation" move of 3".

Also is there a different set of rules other than the 6 pages from the starter set? Thank you in advance!

yeah... None of those rules are in AoS... they're either using old 40k rules or he's just messing with you guys. And unless he can source these rules, they do not exist.

The Generals Handbook expands on the rules by including different types of play, but again he needs to prove that he is right or else he's basically cheating. If you agreed to these rules then these are basically homebrew rules, which are also allowed if both parties agree.

Yeah in the actual rules, those rules don't exist.

Rule 1: You do not have to allocate wounds to the closest model. You can pick whichever model from the unit you want to take wounds but you do have to allocate them to one model at a time.

Rule 2: There may be a specific terrain feature that causes you to move half your movement, but it'll have a Warscroll explaining so, and no generic piece has the rule.

Rule 3: There is no consolidate move in AoS unless otherwise specified on a unit's Warscroll.

The only other rule set is the General's Handbook, which gives you additional ways to play the game (Matched, Narative and Open) and gives you point costs for your units, faction benefits, etc. It doesn't really expand much more on the rules than that though.

Basically what IronDerp said. Your friend is making up rules, but if you all like them then there's no harm in using them
