With the Warhammer World exclusive Landraider and Rhino being included in the marine index does this mean they might get a general release?

how is anyone reasonably supposed to answer that? the Index includes rules for the Imperial Marine as well, and nobody expects that to go on general release

Why, it's not like they haven't released exclusive models for general sale before.

The WW tanks are still available at WW so they received rules. That is really it. I would not read into it anymore than that.
