Inspiring presence allows you to pick a friendly unit within 12" (or is it 24?) and make them fearless for a turn. It's a command ability that usually only a general gets. So you can give it to someone who isn't your general, essentially granting them the generic command ability as if they were a second general, or you can give it to your general and allow him to do the generic command ability and his own at once.

Iirc...Inspiring Presence is explained in the 4-page rules under Hero Phase...Tiberius is correct though, give it to your commander so he can use it and his own command ability OR use Inspiring Presence twice, could also give it to another hero so you have some redundancy should your main general die.
