Can we get a knowledge share around ways to lower an opposing unit's Leadership value?

At the moment I only know of the Inquisition Psychic ability Terrify.

Looking to see if I can build a thematic list around fear using Imperium

Off the top of my head:

Blood angels sang guard death masks: -1 Ld to units in 3"
Space Wolves Kron Dragongaze: -1 Ld to units in 3"
Inquisitors power Terrify: -1 Ld and can't overwatch
Adeptus Astra Telepathica power Terrifying Visions: -2 to Ld

Not quite the same, but Dark Angels power Engulfing Fear, Take a Ld Test on 2d6 and choose the lowest.

I could see some fun with Terrify, Terrifying Visions, and Engulfing Fear, especially against small elite units.

Awesome, thanks JCD. Do you happen to have a suggestion around using the Terrifying Visions power? It seems like Choir of Minds on the Wyrdvane psykers make it pretty hard to pass.

I'm combining this with the Purge Soul GK ability. It compares leadership + d6 of two units, opposing unit takes mortal wounds equal to the difference. Did some STRONG work with it in a 750 point game.

Callidus's neural shredder also measures against leadership for damage.

Use the Primaris to cast it instead if you have the HQ slot. He can get it off easier.

Why Aye Ya Canny Dakkanaughts!

I've thought about building an army around forcing crippling Leadership tests (though I was doing it with chaos models ), the biggest problem with this is that, in order to be effective, all of your debuffs will need to be targeting a single unit which comes with a lot of problems:
1. If you are targeting that unit to try to force a big leadership test you might accidently kill it (which isn't bad but it's a waste of the buffs),
2. A lot of the units you want to force Leadership tests on have some way of stopping you (hordes tend to ignore morale with sinapse, commissars, etc. and elite units are so small that you can't get a good modifier to the morale),
3. Even if everything goes perfectly the opponant can ignore the morale test using CP.

I've come to realise that no real damage can be dealt by morale, it is just an extra bit of damage for a once in a blue moon occasion.

Use an astropath instead. They are 15pts with a laspistol and have a rule that they can make a unit within 6" ignore cover for one enemy within 18". They also have a rule that they can only roll 1d6 for casting smite, but the other powers work normally.

@Mrhappyface. You're right to some extent. Debuffing leadership doesnt do much on its own, outside of the morale phase.

However, I'm combining it with (grey knights) Purge Soul which turns that leadership difference into mortal wounds. The callidus assassin neural shredder also can cause mortal wounds against low leadership.

I also have the advantage (over chaos) of being able to take vindicare assassins to delete commissars etc.

It looks like I can be pretty confident in a -3 leadership debuff with inquisition plus astropaths. What this means is that I can reliably pop armor using grey knight troops in the psychic phase

It's not the best, nor even a good way to do so, but I'm trying to find a way to handle tanks in my list. I can't charge them with Daemonhammers or a techmarine after gate. The other thing I'm toying with is taking a few plasmas in my warrior acolytes. And those are low bs so the odds are pretty bad unless I overspend.

Yeah allies work. But a fear oriented gk/inq list is a fun opportunity
