I was going through the profile of Be'lakor and I noticed a few problems with the way his rules are written that would make it hard to really get the most out of him.

The first problem is in the Prince of Chaos rule that reads

You can re-roll any failed hit rolls of 1 made for friendly DAEMON units within 6" of Be'lakor

The second problem is under his Psyker box that reads

He knows the Smite power and the two psychic powers from the Dark Hereticus discipline.

The problem with the first one is that if you take him as part of a Heretic Astartes army your other units would not gain the benefit of the rule. If that was to only problem I wouldn't have so much of an issue but with the fact that he uses the Dark Hereticus discipline a new problem arises. Both the Warptime and the Prescience powers only work on units with the Heretic Astartes keywords so if you take him in a pure chaos daemons army at minimum one of his psyker powers will be useless to you. You could try to take a mixed army but even then it would be difficult to make him synergize as some of abilities would work on some units but not on others and it really would be kind of a mess.

To fix this I would propose to simply change in the Prince of Chaos rule to change the Daemon keyword to the Chaos keyword instead and for his psyker abilities to add a note saying that for the Dark Hereticus discipline to replace the keyword Heretic Astartes with Chaos instead.

I have no way of knowing for certain,, but given that there are only a few HQs that support both deamons and CSM, I guess that this isn't an unintended problem and instead is deliberate design.

We do get to pick our powers these days, so you will not end up with a useless one.

I don't really see a problem. There are a lot of CSM units that have the daemon keyword-hqs on steeds, possessed, warp Talons, daemon engines, and a bunch more in the fw index as well. Really almost all of the cc specific units except for zerkers and spawn have it.

As is, can he summon or be summoned even though you need to pick a Daemonic alignment that he does not have?

As the rule is written he can not be summoned but he is able to summon units from any of the four daemon gods.

I kind of agree with that. It is clear that any Chaos Character can summon via the Daemonic Ritual rule, whether they have the DR rule on their datasheet or not. But all units that do have DR on their datasheet ARE able to be summoned

So Belakor can summon by being a Chaos Character, but he should also be able to be summoned by virtue of having DR on his datasheet.
But not having a chaos alignment seems to prevent this clear intention of the rule.

My suggestion would be to have given Be'lakor the same treatment as Abaddon: have all 4 chaos keywords.
You could also trade his 're-roll saves' rule to give him all 4 Daemonic alignment abilities (4++, 5+DR, +1S & A when charging or charged, Always strike first)
After all, he is imbued with the powers of all 4 chaos gods
