Subject: Declare all charges at once?

Apologies if this was already covered, but I can't find it.
The Charge Phase rules seem a bit ambiguous. Do you declare all the charges (step 1) at once, or do you do steps 1-4 and repeat for each unit?

Look in step 4...
"Once you've moved all the models in the charging unit, choose another eligible unit and repeat the above procedure..."
You declare them one at a time and fully resolve the charge before moving to the next unit.
