Looks like this was done via preshading with a red glaze / gloss coat over the top. The artist used an airbrush here but you could achieve the same effect without it. Just takes more time.

They would have used a clear paint, given that that paint job predates FW's own line it was likely Tamiya clear red. The pattern would have been pre shaded in the metallic paint beneath the red.

Its an airbrush effect. You have to paint it firstly in a dark red and, with an hexagonal pattern base (you can make it yourself with hard plastic) add a softer red for the contrast effect. Another option is to make it by hand if you have an steady hand.
Finally, you add a gloss varnish in all the surface to make that reflecting effect of the paint.

This is basically the process from the FW Book.

Most important part is glazing, i used the forgeworld color "clear red" instead of the one from Tamiya.
Also don't skip the step with the orange glaze it made the whole effect go from "nice" to "Woooha".

Prime black > Dark brownish red base coat > Brass >
Silver swirllys on the panels > Dark red to break up the silver > Clear red over the whole thing > Blue and orange clears to add tone (probably the shade and highlights)
