I reckon I would put on a thin skim of putty, texture it with a blade and, when set, paint it gloss black.

On a surly Warboar, leading the Waaagh!

If there's texture missing as well as the color chip, then as Kilkrazy said, use some Liquid Green Stuff fill in and blend the texture and paint accordingly. I would think this would work.
