New Weapon Type for former artillery and other blast weapons in previous edition. "Blast"

Basically any misses count as S2 (or S3 depending on balance) AP0 hits. This would reflect the ability of nearby shrapnel posing a threat despite the massive cannon hitting the target directly. It wouldn't significantly buff those units but it would serve as a means to accommodate for those lousy D6 attacks on a rapidly diminishing BS (for most vehicles).

Ideas? Thoughts? Feedback?
