Yeah that's true, you could go 3,3,3,2, and get a 4th unit out of it, good for overcharging one of the pistols in each group against terminators or other bikes. But beyond three elites choices you'd need another HQ because it would become a vanguard detachment at that point.

For milking salamander chapter tactics, I think company veterans in a drop pod will be good(and expensive) you can have 5x2 with double special.

For your list, dreadnought and techmarine seems like a good buy, dreads are pretty great with tactics, and with double auto or las auto cheap as chips. They also really benefit from the chapter tactics.

Yeah dreads are certainly a direction you can go. But remember it's just one hit roll and one to wound per unit. So to me, you're looking for msu units at minimal point cost that bring one hard hitting gun, like a lascannon, multi melta, demolisher Cannon etc. Multi shoot guns like auto cannons and assault cannons don't play to the tactic as well imo. I think drop pod based armies are pretty dead at the moment. The point cost increase on them is egregious.
