As the title states, where can I start model wise. Got the rules downloaded but rather unsure right now. I like my units on the cheap side and a bit simple in look.

Go for what appeals to you.

What do you like the look of, what do you want to paint, what gets you going lore/rules-wise?

You can start anywhere.

First you need to find you faction.

4 grand alliances; order(humans, dwarfs, elfs, reptiles, walking trees), chaos(everything from your nightmares+ rats and walking cows), destruction(orcs/goblins and ogers) and death(all things undead).
Then you can begin looking at subfactions.

You are free to mix and use any subfaction whitin the grand alliance.

As the others said: look up the entire AoS range on the Games Workshop site.
What unit/units/heroes appeal to you visually?

Okay, found something?
What Grand Alliance do they belong to?
Now look up the Sub Faction.

Now buy the models you like. If they have a Start Collecting! box, buy it.
If it's Stormcast or Khorne Bloodbound, buy the big starter set.

A good way to start then is ironjawz or flesh eaters in terms of cheapness:

FEC is overall the better choice: get two FEC SC! and their skirmish box.

The end result is this:

Leader:

-Ghoul king on terrorgheist 400pts

-Ghoul king on zombie dragon. 400pts

- Crypt Ghast Courtier: 80pts

- Crypt Haunter Courtier: 120pts.

Battleline:

-2x20 man units of ghouls 400pts

- 10 ghouls. 100pts.

-3 horrors 120pts.

-3 flayers. 140pts

Batallions: Ghoul patrol.

2000pts on the dot for a grand total of 180 euros before discounts in your FLGS. Some 235 dollars of the USA.

Ironjawz is pretty much the same, get a pair of SC! and Skirmish boxes, add a megaboss or two to spìce.

besides the points others have made, I would suggest you focus on a subfaction for now and wait till the new ghb comes out, to see what changes the matched play rules got

My first suggestion is to wait until GHB 2017 later this month. Take a look at the new allegiance abilities and artifacts and see which one fits your playstyle. The most important thing, though, is choosing models you like to look at. You're going to have to spend a lot of time staring at your models as you assemble and paint them, so if you don't like the models, you're not going to enjoy the hobby.

1000 Tzeentch Arcanites (Pyrofane Cult - Hysh) in progress

I mean cheap as in buying models btw but I do like cheap points models as well.

I bought a pack of Skeletons from the Vampire Count box, how should I equip my first ten?

I'd recommend the spears. It's not hard to get three "ranks" into combat range with spears.

How about for shields?

Yes, take shields, as there is no difference in point cost.
