Iron Resolve says "add 1 to the Wound characteristic" -> if you make Roboute Guilliman your WL (he is the only character with 9 wounds iirc?) he could be targeted because he has a wound characteristic of 10+ wounds.

I would say yes. Seems like it's intended so you don't give it to Papa Smurf Primaris.
He can't take it anyway, he (like all of the Vanilla Marine Named Characters) are locked into their Chapter's Warlord Trait (so in Guilliman's case the 'refund CP just spent on a 5+').
