I got my son the "intermediate" starter pack - Know no fear.
Haven't yet got the either new related codex.
1) If we stick to points - roughly how many in the box of Primaris and Death Guard?
2) If we stick to Primaris and Death Guard what are the most logical units to buy and paint next? We both want to get a Psyker plus troops that we will definitely use (likely to do this before getting the codex.....painting!)

1. They are even enough to play out of the box, i think, though once you get the SM codex and the deathguard codex comes out, you will want to use points or power levels.
2. Death guard is hard to say, since they have a big release coming in the next month. For primaris, hellbrasters seem to do the most work. Pure primaris aren't a top army by themselves, but they work okay, especially with the ravenguard tactics imo.
I would get a feel for playing with the starter set before buying too many other things, and read up on the codexes when they are out. You can also proxy one model for another to try them out before you decide to buy them.

I got my son the First Strike set a few weeks ago. There isn't been a day that goes by that he doesn't have it out.
He wanted to start adding units, so my advice to him was to just find models he thinks are cool and add even power/points on each side. He got his first dreadnought last week, and is now considering some Death Guard units that will balance with power/points to the dreadnought.

This. My nieces and nephews are too young to have steady jobs, but they save up for stuff. I've tought them some of my old tricks for when I was young and poor and couldn't afford to just go out and buy what I wanted. Cutting out the paper proper sized pictures on the back of the box doubles your force. And at GW stores you can use them; they are made from GW product: the boxes!
And as the others have said, proxy. Legos, army men, even just bases with letters or numbers on them work just fine when trying to figure out what you'd like to try out and then maybe buy.
Lastly, Ebay and Amazon are my goto for buying. You can buy most of the start collecting boxes for $70 on either of the websites and even the new primaris/8th box set is usually $20-40 cheaper.
