I recently got tabled against a friend who sat most of his army at the edge of the table and just spat artillery at me over and over. He explained that even though my figures were in complete cover and even though my character figures weremt the closest, something like a basilisk goes past that. Is this true?

The cover bit was true, the character bit wasn't.

As per the Rulebook FAQ:
Q: If I have a weapon that can target enemy units that are not visible to the firer (such as a
mortar), can I shoot at an enemy Character that has a Wounds characteristic of less than 10 if it is not the closest enemy model?
A: No.

So basically your friend was (at best) misinformed. Basilisks can ignore the LOS requirements, but it doesn't magically make them snipers. If they wanna shoot CHARACTERS, they need to be the closest enemy.
