No clarification is needed. If you insist on running your own custom <CHAPTER> keyword (custom in this case being one that is not listed on page 194 under Space Marines Units), the following rules apply:
"If your Chapter does not have an associated Chapter Tactic, use the Chapter Tactic of its founding Chapter. Emphasis mine. Because the Raptors (I assume these ones? http://wh40k.lexicanum.com/wiki/Raptors_(Chapter) ) are a Raven Guard Successor chapter, you are required to use the Raven Guard Tactics and Stratagems, Raven Guard or Generic Relics and can take either a BRB Warlord Trait, a SM Generic Warlord Trait, or the Raven Guard Warlord Trait.

So basically, if you want to use the special Character and benefit from it's special rules (I assume it's a Forge World model?) you need to use the Raven Guard rules. These rules are unconventional in that they require you to source the background material, but in this case it's pretty clear. I agree it's somewhat gakky to be forced into traits like that, especially since over half the current chapters are Ultramarines geneseed but can have WILDLY different fighting styles, and it basically penalises you for using a "canon" chapter, if it's an "official" Ultramarines successor, you have to pick the Ultramarines rules. Same for all the other Chapters. The only exception is the Black Templars because they get a special exception.

Basically, you have two options. Either use the Special Character and the RAPTOR keyword, and the Raven Guard rules, or use your model as a generic RÅPTØRS Captain, and stating that your chapter's founder is unknown, thus you are picking the ULTRAMARINES rules as per the "choose one that best describes" provisions.

Yeah, the above is correct, especially since the FW book with Lias Issodon in very clearly states that they're a successor chapter of Raven Guard.

Of course, you COULD run them as 'my own chapter that just look like raptors because I want better/different rules' but I agree you can't take Issodon and be prepared for people to be suspicious.

GW seems to be trying to cut down on shenanigans like the old 'these Ultramarines are White Scars' armies...

The problem is they still haven't done so. There is nothing that prevents you from doing that exact thing - paint scheme has no bearing on access to rules. the closest thing to a rule regarding it is in the ITC rules pack that states that if you're taking multiple detachments with different <Legion> style keywords they have to be painted in a visual distinct manner from one another.
