I came up with these on the fly and thought I'd share them here:

Emperor's Sheild Infantry Squad (troops)
1 sergeant, 9 guardsmen. All carry lasguns and frag grenades.

Options:
1 guardsman can have a vox caster.
2 other guardsmen can have grenade launchers.
2 other guardsmen can have one of the other special weapons.
The sergeant can replace their lasgun with a weapon from the ranged weapons list (las/bolt/plasma pistol, shotgun/bolt gun) and can also take a weapon from the melee weapons list (chain sword, power sword/axe/maul/fist).

Emperor's Sword Infantry Squad (heavy support)
1 sergeant, 2 heavy weapon teams, 5 guardsmen. All carry lasguns and frag grenades.

Options:
1 guardsman can have a vox caster.
2 other guardsmen can have grenade launchers.
The heavy weapon teams must each take a weapon from the heavy weapons list.
The sergeant can replace their lasgun with a weapon from the ranged weapons list (las/bolt/plasma pistol, shotgun/bolt gun) and can also take a weapon from the melee weapons list (chain sword, power sword/axe/maul/fist).

I think this would be a more neat and tidy way to organise the guard. It also feels more realistic. Or, maybe there should only be one type of infantry sqaud that takes either 1 special and 1 heavy or 2 of each. I also made the grenade launchers separate from the other specials to try and make them more competitive. Although they should probably be free too. Just brainstorming really.

Regular guard infantry is fine. What do you think is wrong with them? The only thing they could use is 20 man squads imo.
What makes them look bad are the overperforming conscripts (which should be fixed by having them do a leadership test for orders imo)

They are pretty good as is. The issues I see with them are grenade launchers being useless and the sergeants having no lasguns for some bizarre reason. Letting grenade launchers be taken in addition to other special weapons was my way of trying to make them more appealing.

And honestly, this is actually more about fixing heavy weapon squads. They seem to be in a weird position were on one hand they're too good because they allow you to spam so many heavy weapons, and on the other hand they aren't good enough because they're kind of vulnerable and they don't have a sergeant or vox caster (which really irks me because I'm weirdly fussy like that). The Sword squad idea was my proposal for a replacement heavy weapon squad. One with less heavy weapons but with more ablative wounds, a vox caster and a sergeant to make them more useful.

I was also thinking about this from a design and marketing point of view. Done right, you could have all of this as one kit. Pay attention gee dubs.

You're right though. It's conscripts that really need fixing. And I'm at the point now were I say, just get rid of them. You only have to look at all the problems they create by reading through any of the treads about them to see that they are just not worth all the agro. Or at least I think so.

It's my hope that they'll create a kharadron Overlords code style system for making your own regiment, with the set regiments being similar to the named sky ports.

If it were marines, you could have one sergeant and 5 weapon teams (ala devastator squad).

I'd also like to see guard have the ability to take riot shields (-1" movement), granting +1 Armor, as well as giving them back their ability to take carapace. Yeah, that does mean a 3+ save (2+ with cover...), but they're still T3 and using lasguns. More than anything, I think it'd be fun to model.

Grenade Launchers should probably just be recosted to about 3 points.
