Picked up the legions book, inferno, and calth. Looking for advice on building and running the marines I'm picking up, got plans for the dread. I really am unclear on what would be a good place to start.

Do you own the Prospero Burns book? I know most builds are focused around getting units buffed. but the best answer is do what you want to do. Build a list thats fun for you.

Okay after going to inferno and taking more of a look, only more clear idea is to run veterans, for that shread, which I'll have three squads of. I'm still lost on rites of war, read through them, just not processing them. And need to figure out how to kit these guys out

Build the regular marines as Veterans (preferably Marksmen), the termies can go as regular terminators or you can use them as Sekhmet. The Praetor is fine as he is, the chaplain can be made into any consul you like.
The go-to RoW is guard of the Crimson King, but you should focus on Pride of the Legion, as it allows you to fiela an army of psykers and overwhelm the enemy with spells. You will still have a good amount of bodies.

I cannot recommend this for the same reasons i cannot recommend fielding an army of quad-mortars.

A 5 man meltagun tactical support squad is a good start OP - it will be useful irrespective of where you choose to take your collection in the future and you have enough meltaguns in both boxes.

I'd also see about converting some dudes into apothecaries if you're not going the rhino DT thing.

Id make 20 of the marines into veterans but DONT GIVE ANY OF THEM SPECIAL WEAPONS! That way you can still use them as regular tactical marines if you decide to use another RoW. The last ten can be built as support marines, which are basically a necessary addition to any army. I'd either go with plasma or volkite (my favourite). Build the terminators however you want, but DON'T GIVE THEM THE HEAVY FLAMER, so you can use them as sekhmet. The chaplain can be built as a librarian, which is nice, and the praetor can easily be converted into a primus medicae to run with the terminators. I'd also pick up Ahriman, and maybe a castellax-achaea from FW. With that, you'd have a list that looks something like this:

This is basically a twist on my very first Raven Guard list, which won many battles for me. It also gives you plenty of opportunities to expand, although I'd probably go with rhinos for the vets and a spartan for the sekhmet.

Pride of the Legion is a vanila Rite of war that lets you take tactical veterans and legion terminators as compulsory troops. Both can take Mastery level 1 and asphyx shells, but I'd recomend not making everyone a psyker in a friendly game. Veterans also have special tactics, that give them some twist like WS5 or Sniper+Outflank. With the right Cult and some luck during rolling for powers you can get realy powerfull units. But again, try one or two first and then decide what you like. The Tactics are at the same page as the other rules for veterans.
