The rules for the heavy grav-cannon say that "if the target has a save characteristic of 3+ or better, this weapon has a damage characteristic of D3".
So does that mean that if a model has a regular save of 4+ and is in cover giving it a save of 3+ that the shots do D3 damage or just 1?

'Save characteristic' refers to what is on the model's profile, so would not be affected by modifiers such as cover.

'Save characteristic' is the unmodified number on the datasheet.

Furthermore, cover modifies your save roll by +1, it doesn't modify your actual save. A model with a 4+ save in cover still has a 4+ save, it just counts threes as fours.

Yeah, if there were an item of Wargear which explicitly modified their Save characteristic then Grav could come into effect, but as Cream Tea notes, cover and things like it are generally modifiers to the roll, not the characteristic.

I don't care if if is the Roll that gets modified, or if it is the Characteristic that gets modified... just stop switching between the two!

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

They don' unless needed, so you got your wish. Each has its purpose. And grav working off Save characteristic not the effective save stops Scouts in cover having the same mass as a Terminator for grav purposes. They 'ruled' pretty well here I'd say.

Agreed. The rules are generally well written. Its just people trying to find loopholes that break them!
