The Prescience psychic power states that the recipient can add 1 to all hit rolls, with the key word being ‘can’. Does this wording mean they aren’t forced to add 1 if it’s not beneficial, for instance if there’s a Lord providing rerolls of 1?

Rerolls happen before modifiers anyway.
