Is it possible? Where in the rules does it say how this works?

I know you can't end your movement withing 1" of an enemy unit, but what if they're charged and pile into range of another unit?

With the removal of disordered charge, a single unit can charge at multiple units at once. However, both charged units can overwatch onto the charger.

You cannot pile onto unifs you have not charged and must remain 1" away from them

You absolutely can pile into units you didn't charge, as long as the pile-in movement ends with the moved model closer to the closest enemy model than when it began. For instance, you end your charge 3/4" away from your charge target, pile-in up to 3" around its base and end that 1/2" away from its base, and are now within 1" of another unit.

That unit can't be attacked by your charger, but they are now eligible to fight you, and must fall back in their next movement phase if they don't want to remain in combat.

Yes, but they a round of free attacks on you. You have to decide if you're better off doing that or just declaring a multiple charge that includes them, and let them get overwatch fire on you.
