Does a model move from its transport, or does it just teleport to a disembarked position?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."
This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

It teleports ala Deployment. Still counts as moving. You need creative positioning to block a transport, not just pile in as close as possible. You need to space it out so there is not enough room between the models and the transport to deploy.

Specifically, the models are placed within 3" of the transport then move, but as Catbug says you, depending on the units involved, you need to be a little bit creative to block disembarkation.

Indeed,
We "place" Models in order to avoid the many restrictions on Movement.

When you "place" the model disembarking does it count as having moved if it moves no further?

Yes, the rules for disembarking on page 183 of the BRB state that unambiguously
"Note, though, that even if you don't move disembarking units further in your movement phase, they are still counted as having moved for any rules purposes"
