With a 12:13 Scion:Non-Scion ratio, I am able to deep strike the entire Scion portion of the list. The plan is to deploy the Bassies in a corner, Bubblewrapped by Conscripts+Commissar. Harker and the Catachan Doctrine result in the Bassies being able to pump out a horrendous amount of firepower (Re-rolling both number of shots and 1's to hit) while the Sentinels are there simply for command points and to be a small harassing unit. S4 Conscripts aren't bad too, though not benefiting from the LD bonus is a little disappointing I can't justify sacrificing anything for an officer to babysit them.

Your scions will be much more effective if you put them in a separate detachment. Something like this:

Detachment 1, tempestus battalion
2 tempestor primes,
3 scion troop squads
2 temp command squads

Detachment 2, catachan spearhead
1 Tempestor prime
1 scion troop squad
1 Tempestus command squad
1 Harker
5 Basilisks

Detachment 3: Battalion detachment
1 Tempestor prime
1 Lord commissar
3x 20 conscripts
2 scout sentinels
1 temp command squad


It's almost all the same units.
Drawbacks:
You lose 1 sentinel (to pay for the upgraded commissar)
You lose 2 command points
Benefits: Your tempest almost all get the tempestus regimental bonus about wounding monsters and tanks, and you can make the conscripts something other than catachans if you feel like it.
