I find the harpy to be an interesting toolbox unit.
It does a lot of things, but it doesn't do any of them particularly well.

It can dish out mortal wounds in the movement phase when it flies over a unit, but not very many.
It's armed with decent anti-tank guns, but other units do that job better.
It can fly a huge distance before assaulting something, but is mediocre in combat. The sonic screech ability is situationally handy for shutting down the Counter-Offensive stratagem though.
It can't take much punishment, but the fact that everything it does is probably being done better by other units in your army means it doesn't usually draw a lot of firepower.

However, its super fast speed plus the fact that it has the ability to help out with such a wide range of tasks makes it good at exploiting opportunities, and jumping in to help with whatever job currently needs a hand.



One job it is quite good at is assassinating characters. That 30" move speed + powerful guns makes it pretty good at positioning itself to blast someone away, if the opportunity presents itself. Such an aggressive move usually results in a dead harpy the following turn if nothing is done to limit the enemies response. But combined with other units in your army launching an attack nearby, it can be very useful.
