Can deathwatch marines use roboute or are there rules against it?

They are in the Imperium and are space marines so yes, they will only benefit from the rerolling 1s though.

All marines in a detachment must have the same <chapter>. If you put them in a different detachment you're good to go, but he doesn't provide the buffs he'd give to the smurfs.

Your question is so very vague. If you mean "Can I include them in the same army?" then sure. If you're asking if he will buff them, then yes and no. DEATHWATCH are not ULTRAMARINES, and Gulliman's ULTRAMARINE buffs won't work, but his IMPERIUM ones will.

You are allowed to mix chapters in a detachment all you want, you just lose the chapter tactics stuff.

Incorrect.
The only thing you are required to do is replace <Chapter> with a chapter.
The Index you are referring to, has no mention of all models with <Chapter> in a detachment being the same one.
The Codex tells you that to benefit from Chapter Tactics, all units within the detachment must share the same chapter.
There is no restriction in having Ultramarines go buddy buddy with Black Templar in the same detachment. You just lose out on Chapter tactics.

It doesn't say that at all. It tells you to select a chapter for each unit.
