There are many odd things about character targeting. I understand that they need some form of bubble wrap, but the mutli-character lists are easily abused. On top of that, having an enemy unit locked in close combat (which you cant target) being marginally closer to you than a character prevents you from targeting that character. Also, weapons that don't need line of sight can not target a character that they can't see, regardless of any other conditions, which is weird.
I propose the following changes for targeting characters:
You can only choose to shoot at a character if there are no other viable non-character targets closer to the firing unit.

The chapter approved article has said they are changing the rules for character targeting and mentioned the LoS shenanigans. We are a couple weeks tops away from the release.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

IMO they should be basically targetable same as any other model. They're just another model. That's the tradeoff for taking them - they can become firemagnets.
And, knowing that, try and use that to your advantage.

No plase. Character sniping is extremely anoying in Age of Sigmar. It makes characters that aren't ultra resistent tanks totally useless.
Leave character sniping to actual snipers.

Just make it so that a character has to be within 3" of a friendly unit to be untargettable.
