Hoping someone can help me out here.

Can wood-elf units who don't have the wanderers keyword be taken as allies in a wanderer army?

Wanderers don't have wood elves listed as allies, so does that mean that if you want to take old wood elf models you have to sacrifice wanderer allegiance?

Yes, technically. The current warscrolls for legacy units remove all the AoS faction keywords. But, GW has always been a bit vague on how to use older warscrolls for similar units - you could just use the ones that still have Wanderers as a keyword, plus I don't think it would break the game to have Glade Riders and Wardancers using the Wanderers' allegiance abilities tbh.

Discuss with your opponent, but be prepared to use Order abilities if they insist on RaW.

Exactly.
That's true for all legacy units in Matched Play.
In Friendly Play, you might get by with asking permission, but I wouldn't recommend it. Old units will get phased out more and more, there are barely any left after GH2017.

Thanks. It does seem a bit weird that armies can't at least take their own legacy units as allies but c'est la vie.

I love the twilight sisters with forest dragon so much and I think it adds so much to the army it's probably worth missing out on wanderer allegiance.

It doesn't seem weird at all really, in fact it's fairly straight forward. GW do not sell the models anymore, they have made rules to accommodate players with existing models/collections, however they want these rules to be as unplayable as possible so that people don't go and buy models from elsewhere to stand in for said units/models.

I wouldn't say unplayable. A lot of powerful units that are way oop like the Trebuchet are still deadly and long gone characters have become heroes who can be customized now which is pretty good.

I do wish they made allegiances stronger and encourage peopleto expand their old armies with new units and heroes (which admitably players are doing to enhance their armies anyway but it should've been out of enthusiasm rather than compromise)

It might not seem weird to you, it does to me. There's clearly a continuing trade in the old models and a number of the current armies would only have a few units without legacy models. The wanderers have no behemoths at all. If they released a new forest dragon model I'd be happy to buy it but as they haven't it seems weird to be penalised for using the old one.
