Specific scenario - I'm playing a Ynnari list with two CWE detachments. So I gain access to CWE Stratagems including Treasures of the Craftworld. However I do not have innate access to any of the relics - my question is can I use the Treasures of the Craftworld stratagem to purchase a relic for one of my otherwise eligible characters? I've read a few threads and I believe the answer to be yes but I wanted to confirm my thinking before committing to using this consistently.

Yes, you may. Death Guard FAQ clarifies it. Of course the target still has to be a legal target for the relic.
