Read the codex for how much it costs.

If he's not using a pure detachment to get the stratagems then he is not following the rules. Tell him to follow the rules or you wont play him.

It seems to me you have a player problem, not a rules problem.

I see the cost now, so it specifically states in the csm dex that thousand sons and deathguard can't use stuff from the csm codex on page 156, or is that taking things out of context to using stratagems?

If you have a CSM detachment, you have access to the stratagems, and can use them on valid units regardless of what detachment or book they are from.

So he just needs an actual scm detachment to legalize everything then, alrighty, that helps

If the unit firing has the DAEMON VEHICLE keywords then it can be selected to use that stratagem.

Stratagem is only available to be used if there is a detachment from that faction present in the list.

Have a look at the Death Guard FAQ from GW, 2nd question under the FAQ header - explains it quite clearly there

"Courage and Honour. I hear you murmur these words in the mist, in their wake I hear your hearts beat harder with false conviction seeking to convince yourselves that a brave death has meaning.
There is no courage to be found here my nephews, no honour to be had. Your souls will join the trillion others in the mist shrieking uselessly to eternity, weeping for the empire you could not save.

To the unfaithful, I bring holy plagues ripe with enlightenment. To the devout, I bring the blessing of immortality through the kiss of sacred rot.
And to you, new-born sons of Gulliman, to you flesh crafted puppets of a failing Imperium I bring the holiest gift of all.... Silence."
- Mortarion, The Death Lord, The Reaper of Men, Daemon Primarch of Nurgle

Using the Daemon Engine stratagem on a Plagueburst Crawler is actually illegal even if you have a CSM detachment to unlock CSM stratagems with; Daemon Engine specifically calls out "Chaos Space Marines", which is different from stratagems that call out <Heretic Astartes> because "Chaos Space Marines" is any legion except Death Guard or Thousand Sons.

There is no Daemon Engine stratagem

If you mean Blasphemous Machines Deathguard have their own stratagem for that.

if you mean Daemonforge, which from the OP seems to be the one in discussion, that is CSM only.
