When a unit piles into another unit after having fought them. Do the unit that is now in CC get to fight back?

Genstealers whipe out marine unit A, piles in onto marine unit B. Opponent activates unit B.

Yes. The only time a unit would not be allowed to be chosen to fight is if:

A: It piles into or gets within 1" of a unit that it did not declare a charge against.

B: It did not charge and is not within 1" of an enemy model.

C: It fails its charge roll (as per the FAQ).

These are the only 3 times a unit cannot be chosen to fight in the fight phase.

Yep, as stated above. Basically you're going to take a quick sucker punch if you engage a new unit in consolidation. You just need to decide if tying that unit up is worth the risk.
