Hello, I need some Dark Eldar helps.

I am building anti-infantry Dark Eldar Scourge to counter vs. Storm Shield Thunderwolves and Grey Knight strike squad, since I hate how he keep teleport strike+storm bolter my T3 infantries.

My options seem to be:

Sharbcarbine - 0 point cost, solid Assault 3 - wound on 4+ no matter what .

Shredder - random D3 - but has 6 strength meaning wound all SM infantry on 3+ include Thunderwolves, AND can re-roll wound roll.

Splinter Cannon - rapid fire 3 = 6 shots, like Sharbcarbine wound everything on 4+

Blaster - only 1 shot, but Str 8 -4 AP D3 damage, meaning wound Space Marine on 2+ no Sv, and still Wound StShie Thunderwolves on 3+ and D3 damage, despite no AP due to Storm Shield

vs. 3 Stormshield Thunderwolves and 10 Grey Knight SM.

Thunderwolves need loads of dakka with little or no ap because of their storm shields (so poison or shredders), while regular marines are vulnerable to weapons with ap modifiers (so blasters). I'd say it depends on how your opponent usually deploys his strike squad; in cover y/n.

If you want to use scourges as a generalist answer to both these problems then I'd recommend shardcarbines. They're effective against both targets. Bring plenty though, you need 3 shardcarbine scourges to do a single wound on a 3+ save on average.

some numbers:
Spoiler:
Effectiveness of weapons vs marines and wolves (leaving out the math for readability)

Shredder scourge @22ppm
0.38 unsaved wounds (usw) on thunderwolves or marines out of cover
0.19 usw on marines in cover

Blaster scourge @29ppm
0.55 usw on marines out of cover
0.46 usw on marines in cover
0.28 usw on thunderwolves (0.14 chance of getting an usw, doing on average 2 damage)

Carbine scourge @14ppm
0.33 usw on marines out of cover and thunderwolves
0.16 usw on marines in cover

Carbines are the clear winner.
Shredder scourges do ~15% more damage while costing 57% more and requiring you to enter rapid fire range. For every 2 shredder scourges you get 3 with carbines. Don't use these unless you think they're cool (I think so!).
Blaster scourges do 67% more damage vs marines in the open and 75% more vs marines in cover, but still cost 107% more than carbine scourges. They're fairly useless against thunderwolves, but they do work on vehicles. Not a bad choice, but not what you're looking for in this case.

TL;DR: Use carbine Scourges and use the saved points on more dakka. Blasters are nice to have in general, but don't work on thunderwolves.
