Playing in a small RTT next month at my local FLGS, last time I brought a similar list but only took 4th out of 12. Old list had HellBlasters rather than the 3 HB, Primaris Ancient, and Intercessor Squad. I did quite well against other balanced forces, but lists without many vehicles my lascannons seemed pointless. The one game I lost was against mass Dark Angel and White Scar bikes it showed me I was not prepared to deal with tons of T5 models. I am hoping by adding the Ancient I'll get more out of my models especially if I don't get first turn.

The plan is to castle up in 1/4 to 1/2 of my deployment zone. Push out with the razorbacks, protect my back line with the Intercessors, keep my units in formation to screen any deep strikes.

Have I invested too heavy into anti-tank?
Should I not be running so many extra wounds in my devastator squads? Should I consolidate down to two squads with 3 lascannons rather than 3 squads with 2?
I am open to any and all suggestions.

Looks pretty straightforward.
I'd give one of the Dev squads missile launchers as they can deal with tanks and infantry.
The Captain with a thunderhammer and stormshield can be a beast helping your army if it is charged.

I’m also debating cutting the predator to add back the hell blasters and provide the thunder hammer to the captain.

Can't recommend a TH and shield eternal captain enough. To free the points I would drop the librarian for a chaplain or techmarine as I find a librarian has fairly limited use while the others can give you some teeth in melee against fast early charges or can keep that predator alive. If you also swap the predator with hellblasters, with a couple of other adjustments you could include an apothecary. As a warning I am not familiar with the normal apothecary as I always use Harath Shen, who is a bit more reliable but I think it should be good enough.

Okay took a lot of your suggestions and made some changes. Put the TH/SS on the Captain, swaped the Librarian for a Techmarine. This also freed up enough points to put a power sword on my Lt.

My list really did lack some melee to protect the back line, I considered cutting the predator for the hellblasters, but if I cut the predator my razorbacks become the only target for anti-armor fire, and I need them to move my MSU up the table and lay down some fire. If they kill my predator I still have a ton of devastators with lascannons.

Your tanks will draw a lot of fire, especially from anti-tank like lascannons.
You could replace the Predator by a Dread with twin lascannon and missile launcher, as it will benefit from the RG trait.

Hmm, save 15 points, gain RG trait, but lose the predator auto cannon. That will allow me to take a HB in my scout squad, and possibly upgrade someones melee weapon else where.

Good suggestion, I'll have to consider it. Also Wuestenfux started work on kitbashing a techmarine as I didn't have one.

I'm not sure that a techmarine is the character you need for this list. With only three vehicles, any list with decent anti-tank will likely remove a full vehicle a turn.

Give those scouts some camo cloaks and sniper rifles to make them a target your opponent cannot ignore but are also difficult to shift with shooting.

Maybe swap a single Devastator Lascannon for a Missile Launcher so you have access to the Flakk Stratagem. It may not be the best but can help out on the odd flyer.

Techmarine was originally a librarian. I made the switch to free up some points to allow upgrades on the captain. I’ve heard mixed reviews about sniper scouts, would the 5 be worth it or should I try to fit in a squad of 10?

I’m also going to take everyone’s advice and throw in some missile launchers to replace 2 of the lascannons.

I prefer the small squads for more deployment shenanigans but you are not statistically causing much damage with a smaller squad.

Nice list, here are my suggestions.

1) As mentioned above swap the Pred for a Venerable Dread LC/ML setup. Hits better, and also isn't going to outpace your Techmarine who will no doubt be sticking by his side. Not sure if I have the points right since I don't have Chapter Approved yet, but I'd take the savings and put your Capt on a Bike. The extra speed and Toughness combined with the chapter trait will help ensure he gets where you want him to be in one piece, which you'll obviously want to do to make use of that shiny hammer, and also gives him Rapid Fire 2 which is always nice. Love Captains on bikes. I usually gear mine with Teeth of Terra relic to save some points and leave the Thunder Hammering up to a Terminator Capt.

2) I'd probably swap the HB Dev squad for Sternguard with Stormbolters. That'll get you rapid fire 10/20 once things get close, and I don't think you'll be waiting long for your enemies to do just that. Plus get a power axe for the Sgt since he'll be getting 3 swings. Pretty sure that comes out to an even swap points wise.

EDIT TO ADD - This might sound crazy, but I'd spend 1CP for another Relic and get Primarch's Wrath for the Tech Marine. BS 2+ he ain't going to be missing, and I've got a few good stories of that thing dishing out some serious hurt. I usually put it on a Lt w/Jump pack to get the most out of it, but a Tech Marine is a good one too. If you weren't going to upgrade the Capt to a Bike, the Servo Harness on the Tech Marine with Primarch's Wrath will let him hang out and defend the Venerable Dread he'll be escorting that won't have a CCW.
