I am a big fan of Tyranny, the most recent RPG by Obsidian. It is a low fantasy setting with roughly bronze age technology, set during a rebellion in a recently conquered territory of a worldwide empire. I find the bronze age setting very refreshing. I also love the moral ambiguity, since there is no good vs evil, only individuals struggling to survive in a wider conflict. I am thinking it would make a good setting for a wargame and I would be interested to hear if anyone has an ideas.
There are three main factions. Firstly, the Disfavoured. I take these as being primarily heavy infantry, quite similar to Roman Legionaries. Secondly, the Scarlet Chorus. I take these as being ancient 'Celts' (a rough label covering the 'tribal' people of Europe who fought the Romans). Thirdly, the Vendrian Guard. I take these as being hoplites. There are some other factions, such the Unbroken who seem Persian inspired and the feral but intelligent Beastmen.
There are some fantasy elements present. Magic use seems quite prevalent. Most magicians seem no more powerful than any other fighter, so rather than having magicians primarily as characters I think they would need be rank and file (obviously there could be especially powerful magicians who are characters also). There are no monsters or weird creatures in the game beyond the beastmen. Also, I have seen no horses. One can easily say such things are present in the the wider world but not on the corner of the world that the game takes place in. However, I think not using horses would be an in interesting way to make the game different to historical games.
One could play at multiple scales. Firstly, mass battle with units. Modding ancient warfare games would probably be easiest (WAB, Impetus, Warmaster Ancients, etc), though a fantasy game primarily based around ancient warfare would also work. Secondly, skirmish based games with, say, between 15 to 50 models. I am not to familiar with these (Lord of the Rings is the only one I have played). Finally, a skirmish based game based around gaining experience. Mordheim comes to mind, also I am tempted to investigate Broken Legion and Gangs of Rome for these purposes.
