if i have an army made up of a chaos detachment and a deathguard detachment do i gain access to both sets of stratagem and can they be used on one another?
Yes and if requirements are met. Currently only daemon strategems seems to have cross-codex usability but it might get FAQ'ed out so don't count too much.
If you have a detachment with the relevant faction keywords, then you have access to that army's stratagems. As to who you can use them on, that will depend on the wording of any given stratagem.
