It has the keyword "vehicle' so that means I measure from the hull? So for measureing things like charges, am I measuring from his feet or do I measure from the base?

From the Core Rules:
Distances in Warhammer 40,000 are measured in inches (") between the closest points of the bases of the models you’re measuring to and from. If a model does not have a base, such is the case with many vehicles, measure to and from the closest point of that model’s hull instead. You can measure distances whenever you wish.

Dreadknight has a base, so you measure from the base.

Just so you know, rules questions go in You Make Da Call, not General.

Yep, the only exception is hover vehicles - and this is declared on their actual dataslate entries. Hover vehicles often have a tiny/silly base so they are routinely measured from the hull regardless of having a base. Again though this is mentioned explicitly in their entries/rules.
