Those are the prices brand new from the US store - I'd expect anywhere between 10-20% new from 3rd party stores (so a bit cheaper). Everything else on the price would be assembly and paint job - which considering the quality on show would seem to be undervalued at present. If its ebay I'd expect it to go higher - but painted minis can easily go lower (varies if somene wants the scheme or not - and on quality)

Thank you. Yes, it's on ebay. Buy it now is 750 USD, but I there's an option to make an offer. Well my budget is 550 USD max.

If the top bid is at $750 its unlikely that the seller will take a lower bid or offer than that. You can, by all means, place your bid, but as it's not the highest you likely won't win. the only chance then is if any who bid higher pull out - however that's very rare and generally would only advance you one place higher.
Also bare in mind that there are commission services out there who can be hired to assemble and paint models. You could well find that you could hire a comission painter (with a good rating and track record) for less than the bidding goes for.

Well. the vehicles are masked airbrush work. pretty standard ebay lot.
but the dudes have a lot of free hand though (while im not the best free hand diamond person) its a bit sloppy in places from what i can see
also the gunner isnt painted

As with all these things, it's worth what someone is willing to pay.
It's a better paint job than I could do, but I wouldn't pay anything like that amount. Those very units are sitting half built on my desk at the minute, while I ponder whether to even attempt the mini diamonds...

Honestly, it comes down to what you want. Me, I wouldn’t pay extra for any paint job, because if it isn’t my work (or my wife’s, cuz she’s found some of my collection she wants to paint; and wants to even buy me the new GUO so that she can build and paint it) then it isn’t going on the table. If you don’t like to paint but want a painted army, then if the scheme works for you you’ll likely be willing to pay a price above retail. It’s all about whether you want it as is or not.

To be honest you can get all of this for probably 150 pounds from a UK store. This isn't worth it 750 USD, not 500 USD. They are nicely painted yeah but they aren't mind blowing for the amount of miniatures you are getting.
My advice: Buy it new from a UK store, get it propainted. Youll end with a bigger army, with a better paintjob, customized to your tastes and CHEAPER.

Something to keep in mind is are these all harlequins you'll want? If you get these and then later want to expand getting them on same style could be rather tricky...
That's one reason why I always strip&repaint models I buy. Even if I got them <RPP AND they are technically better than I can paint. They would look out of place compared to additions _I_ have painted later on.>

I agree with this, it's why I won't buy already painted models. They just stand out amongst the models I painted as different, for better or for worse.

I would charge around $150-200 for that quality if the models shown above - so that is an accurate price.
Are they for a glass case display or an add on to a preexisted propainted army? Is this an add on force? Then sure
If you do not own any other Eldar - no. Force is too small and has little resale interest+value except for the client it was created for.
