I've noticed that in the 40k tactics forum posts get lost in the huge pile of faction specific threads that get bumped a lot. Posts about a specific tactic or unit often get pushed to page two or stuck in between two of the massive army specific threads. It might be nice to split 40k Tactics into 40k Faction Tactics and 40k General Tactics. The Faction forum would have all the really big, 40, 50 page threads dedicated to each army and the General Forum would be for general 40k tactics. Things surrounding specific units or combos, tactics for a specific list/setup, general things(MSU vs large squad discussions, etc).

I doubt it.
The last post in the last thread on page 1 was made about a week ago. That seems fine to me.
The P+M Blogs sub forum is lucky to get 24hrs, so much good stuff gets lost there.
