So Daemons book Stratagems,

Take Slannesh.

Is it telling me to pick one of my Slannesh models with a daemonic icon and upgrade for X.

Question is, 1 per army, or can I use this stratagem, since its used pregame, and upgrade all 3 of my slannesh units with daemonic icons?
So for 3 strat points, I now have 3 units with a rapture banner?

You can only have one of each artefact in your army.

Also, I would check out the FAQs; you’ll probably find that the stratagem for extra artefacts i has been restricted to one use only.

They're not artefacts.

You can use it multiple times as the stratagem is during deployment, which has no restrictions on how many times you can use stratagems (Much like denizens of the warp)

Also, the banner is not an artifact

I have to admit I'm confused by this... using Stratagems multiple times before the game starts. ( know it's in the rules clear as day) The reason I'm confused are because of stratagems that have a varied cost, such as the eldar Webway strat. It states, and I'm paraphrasing, you can place one infantry or bike unit in reserves for 1 CP or 2 units for 3 CP, and to my recollection there isn't a restriction on it's number of uses . If you can use the strat multiple times, why would you ever use the 3 CP version?

Actually if you read webway it specifically includes a limitation on only being used once per game.

Like Farseer said, but also it drops your total number of unit drops since you pay the stratagem once, then put many things in a single placement (much like placing multiple unit in a transport on the table) so it can be situationally usefull to try and get the +1 for first turn.
