so the stormlord can hold 40 units, and heaven weapon teams count as 2 for storage, but the rules seem to think they count as one for firing, so can the stormlord basically hold 36 infantry = 18 heaven weapon teams, and then fire all 18 heaven weapons?

It will say on the Stormlord entry what counts as what. It will indicate how much space a Heavy Weapon team takes, and likewise Ogryns, etc.

And yes. I think you're correct. If a heavy weapon team is a single model (and I believe it is) , then you're good to go.

18 HW AND 18 lasguns, since each heavy weapon team is armed with both.

In previous editions you could put 3 squads of Centaurian Devestators in one.

18 extra lazcannons and krak missles that hit on BS3+ coming out of a stormlord was pretty terrifying.

OP is correct. It's horrific to face. Just remind your opponent that Yarrick's/Harker's rerolls don't work on the transported units and watch their face fall.

Do remind yourself that if it sit still and are cadian you get to re roll 1s. Even on the inside.
