I'm looking to create a female Imperial Guard Primaris Psyker, and...

Victoria Miniatures has good female Imperial Guard minis, but nothing that seems right for a Psyker.

In theory, I could take the GW figure and transplant a head, but that would be pretty "blocky" or "mannish."

What other figures might work as a base for this?

There's always the Toughest Girls in the Galaxy by Raging Heroes. The Kurganovas especially have the IG appearance and would make great bases for any IG female psyker. They even have 4 'psyker' style minis as part of the Kurganova range.

I had not considered the Raging Heroes figures - great suggestion!

...and yes, I also need to take some time to explore some of the AoS figures to see if there might be a good starting point there.

I dunno how much effort you're up for, but you might be able to do something interesting with some green stuff boobies on a flagellant and a headswap.

Though I think I'm going to go with the Raging Heroes option, I did find a few others worth mentioning to others who might be looking...

Privateer Press figures for either Warmachine or Hordes had some interesting options, as did some of the Rum and Bones figures.

I used to use the Sisters of Sigmar Augur model as a Wyrd in my Necromunda Escher hang - converted up to have gak-kicking army boots instead of bare feet. Another option would be Bretonnian sorceresses, if you can find any - they'd make better Primaris Psykers than Wyrdvanes, IMO.

Perhaps you could convert some Adepta Sororitas penitents? Remove the giant chainswords and they might work as downtrodden psykers kept chained?
