Hello there, I just came up with this funny and fluffy list. First time actually planning to use mutilator units. Any critique are welcomed.

I think you may want more ranged antitank. Given you already have 3 squads of havocs, maybe drop the cultists down to 10x3 and use the points for a few more lascannons? I can't imagine the cultists getting gunned down early with everything else you are running up at them.
I'm also a little unsure about the effectiveness of mutilators, but your mileage may vary.

Your right about anti tank, but I dont have the models for that. Elites were the most difficult part of filling the brigade, mutilator units are cheap and, with world eaters trait, they could perform very nicely.

mutilators are garbage, if you buy anything should be oblits, also you aren't running any rhino's which is a mortal sin as a world eaters army. Your berserkers will just get shot up before they can do anything effective, along with the rest of your army. Cultists are great but you can run fewer of them, get a second battalion in, and still have them be effective. Also dark apostles are way better than exalted champions, look into them. Havocs are cool but you're running them with 1 heavy weapon? They should have 4 heavy weps and 1 normal dude at least. (highly recommend autocannons, they wreck primaris) but this all depends on what meta you are in, but the musts are dark apostles and rhinos.

I wouldn't run kharn in with your squads of berzerkers. to few of them. he would prolly kill all of them in two turns. four fighting phases. instead run and exalted champ, dark apostle in one rhino with 8 berzerkers. run all the zerkers with chainsword chainaxe combo with icon of wrath. the other two squads run them at ten chainaxe chainsword. plasma pistols don't do much with out a lord babysitting them. run your havocs at with autocannons since you don't have the luxury of points they clock in at 125 a squad. instead of kharn run a basic chaos lord and have him support the havocs. instead of multilators have helbruts with reaper autocannons and fist. cost like 10 points cheaper then multilator squads.

you can absolutely run kharn, I run him all the time and he never kills anything, you attack with the berserkers first, while within one inch of kharn, and when kharn piles in, you leave him enough room to get outside of one inch, simple as that, Just don't go base to base and you can move. Kharn is an amazing beast in melee combat and he crushes basically anything, issue is how durable he is, rhinos would allow him to get in melee as well.
