If I have a mob of bloodletters that declared a charge against one unit then consolodated/piled into another can I use frenetic bloodlust to attack the unit I consoldated/piled into?

If it just allows you to attack again, then no. You can only allocate attacks to a unit you declared a charge against, on the turn you charge.

Only if you declared a multi-charge including the second unit, though that would allow them to also attempt Overwatch against against your Bloodletters.
