So in tools all measuring is from base to base.

The questions is when deep striking is the >9 inches between vertical spaced units (unit is on top a building but im deep striking on the ground outside) measure diagonally (base to base) or down the building then out to the unit (just like you measure movement).

Grappling hooks on reavers and a few other cases make this a muddy resolve unless it already has a pinned down how to place a deep striked unit.

I say 9 inches away is measured like a sphere around the unit in question.

Once again page numbers for refernce would be much appreciated

Base to base, full stop. Measure diagonally as needed - the closest point of the base to the closest point of the base - except in cases of vehicles where you measure from the hull - and grav vehicles, etc.).

Grappling hooks don't change anything. They may change how the unit moves after deployment, but for placing them on the table, they only need to be >9" away measuring base to base.
