Can you make a normal guardsman unit take the <Militarum Tempestus> keyword like you could give the <Mordian Guard> keyword?

No. Only Militarum Tempestus units can have the keyword Militarum Tempestus.

Note that you can make your Regiment something not listed (such as "Rico's Roughnecks") and choose to use the Militarum Tempestus Doctrines.

You can use the Storm Troopers Doctrine, but cannot be Militarum Tempestus.
