This may be a slightly straightforward question because I want to ensure I am playing it correctly.

Consider two armies:

Army A - comprises 6 units of infantry and 2 characters, none of which have special deployment rules.

Army B - has three infantry units of 9, two dedicated transports (capacity 10), infantry character and 6 units that arrive from Deep Strike.

Assuming both Armies wanted to get the +1 to go first which army will get it.

Army A. It only has 8 drops Army B has 9 (2 units of inf and the character both go in 2 transports (2 drops), 1 unit of infantry and 6 deep strikers. The deep strikers still need to be deployed it's just that they are deployed off table.

Army B can be smooshed into 9 drops without assuming special rules. (Tallaran ambush pulling 3 units in a go)

Transport 1 + Unit 1
Transport 2 + Unit 2 + Character
Unit 3
DS 1 setup
DS 2
DS 3
DS 4
DS 5
DS 6


RAW for Tactical Reserves will cause some debate on whether army B can setup as I describe.

You can because units in transports are in the same locale as the transport. Since the transport has the locale of the battlefield, so do the units within it.

That’s how we play it, or I suppose more specifically “units share their transports location for deployment purposes.” As it has cleanly solved the 50% rule without messing with the design notes. One friend was strictly RAW counting but happy to go along.

Right strictly RAW the units in the transport are considered to be on the battlefield because of what you quoted.

Just like units inside a drop pod count as being off of the table.

There's no clear rule like the text I wrote - that's literally how our group plays it.

The confusion stems from the 'cant target' 'don't produce auras' 'can't manifest powers' 'don't count for being wiped off the table, unless they are in a fortification' 'remove them from the table to embark' text in the rules compared against the drop-pod and cloud strike text. Hence why he wasn't counting embarked units in transports.

No one locally is stuffing 12 bare bones Guard Officers into a Chimera so they can put 13 units into reserve, so everyone merrily chugs along and generally asks before deployment if they actually have a MSU/Transport heavy list to make sure their opponent isn't going to be surprised.
